Sex appeal, a good or bad addition?

Shows like Dark Blue and recently Human Target have had successful first seasons but then made the mistake of adding too much "sex" appeal. Dark Blue's first season was action packed and already had a female supporting actor in the show who kicked ass as much as the male roles did. Come the second season however they decided to add another equally attractive female to the show that in the end added nothing to it. In fact her character, and lack of development took away from the strong points that the first season had.

So what happened might you ask? Well the show is now cancelled and has left the actors appearing on bad shows like Chase and CSI for episode arcs.

I am now afraid also that Human Target has fallen into the same trap in its second season on Fox. The first season had no female actresses in the show besides episode actresses who appear on one episode only and you never see them again. The first season had a kick ass theme song and a great rank in viewership "8.26 million" that got it renewed for a second season. Now with the addition of two female actresses, I guess to boost viewership, has actually hurt the show. The show now averages "6.59 million" viewers a night. So can someone explain to me how adding sexy females to a show helps it?? Human Target will most likely in my opinion get cancelled just like all the other shows that do this unnecessary addition.
